I had assumed this was the Albany Express at Albany Station. A comment by MF has made me accept it is the Westland, maybe at Kalgoorlie Station. Being the Westland is also supported by the wagons carrying vehicles. Passengers on the Westland and/or Trans services could arrange for their vehicles to be transported. The Westland ceased operations in 1969 when the standard gauge link from Kalgoorlie to Perth was completed. From 1948 the carriages used for the Westland were a mixture of older recondiitoned carriages and some newly constructed sleeper carriages. Up until its demise, drinking water was available for second class from canvas water bags hanging on the platform at the end of each of these carriages. (some information from Wikipedia). I remember the water bags with an enamel mug hanging there. I also remember standing out on the small platform to observe the milky way in the darkness of the rural night landscape, For a photo of the platform see: www.flickr.com/photos/barkochre/50028975657
