This is a 'Basingstone', I quite often find them on my wanders around the town. They normally have a name or a motto on, and if you see them, you're supposed to pick them up and move them on to a new location.

The motto on this one is "when you can be anything, be kind ❤".

I was caught by this one as it's dated 31.1.2018 and I found it today 31.1.2020, so that's exactly two years in to its journey . . . cool
