Excerpt from artgalleryofhamilton.com:
Approaching the world around him with equal parts troubled fascination and absurdist humour, Adams has been repurposing the physical components of everyday life into remarkable, often-enormous structures since the late 1970s. Throughout his career, Adams has created a variety of hybrid sculptures and assemblages composed of anything and everything, from hobby kits and toys to auto parts and entire vehicles.

Excerpt from the plaque:
This "I could have moved to New York, but I believed in serving my community. For Now." is based on a panel from Scott's forthcoming book based on the beloved comical character Wendy, whom the artist first brought to life in 2011.
This panel, however, depicts the character Sandy, the "little miss perfect" of the Wendy universe-in other words, the opposite of Wendy. With a charming smile Sandy declares her dedication to serving her community-yet what is likely keeping her from moving to the glamourous art capital of New York City is not an overriding sense of social responsibility but rather the prohibitive cost of living there as a young artist.
