In 1857, the Astley Royal Amphitheatre was renovated and re-opened as the Princess Theatre and Opera House. In 1866, a new building in Second Empire style was built at a cost of 50,000 pounds. It featured the world's first sliding and retractable roof and ceiling, and also electrical stage lighting.

Construction began in 1856 with the building of the Legislative Council and the Legislative Assembly, and fully completed in 1929 with the completion of the Refreshment Rooms. The Library was added in 1860, followed by the Queen's Hall and Vestibule in 1879, the west facade and Colonnade in 1888, steps and lamps were added in 1892, and the North Wing in 1893. A dome was in the design but cancelled due to economic conditions.

The station was opened on November 3, 1893 on one of the highest points in Melbourne. The building consists of living quarters, stables, workshops and offices, and the watch tower was manned 24 hours a day.
