Built during Qian Feng of the Tang Dynasty to commemorate Yao and his 4 ministers. They were being honoured as Five Phoenixes. During ceremonies, emperor would walk through the centre entrance while his ministers would use the side gates.

It was built in the 3rd year of Xian Qing (顯慶三年) of the Tang Dynasty to honour Yao's rule. The pole was there to allow people to post their complaints or concerns, so that Emperor Yao could take care of them for people.
