Kapuskasing was once a prisoner-of-war camp during WW I. After the war, the government tried to establish it as a farming community, but the harsh winter conditions drove the settlers away. The government undertook to build a town which was to be a model for all future towns for a paper and pulp company, with Tudor-style inn and recreation centre, and a town centre with fountain and streets radiating from the centre. Today, the fountain is gone. The inn was burnt down and abandoned. The recreation centre was turned into the municipal offices. Another failed attempt by the government to encourage settlement in the north.
