So I'm not sure which of TTC's surface stop(s) has the most routes, but this one, stop #02304, has 10 branches. In that case, two flags that are both of the maximum height are attached to one pole. You could theoretically add 4 maximum-height-flags to one pole, but there is no stop on the TTC system that serves that many routes.
