This was mainly done using layer blend modes, and is one of the more compicated ones.

The natural image layer was duplicated and blended using Contrast Negate.

This is an Affinity only blend mode that ... er... gets rid of contrast :) At 50% opacity it blends with the underlying layer to give a totally contrastless image - a flat page of medium grey. Lesser opacities therefore reduce the contrast. At 100% opacity, though, you get a kind of inverted look.

A third copy of the image layer was blended using Subtract ad 44% opacity to strengthen the effect. Then it was converted to Black and White using colour balancing in Affinity B&W filter. Then split toned using Orange/Blue. Finally a bit of selective colour hue shifting to get the colours agreeable.
