OK, so it's not Manchester as we know it, but let's focus on the tram. Improving public transport links between Manchester's principal railway stations had always been high on the agenda of Greater Manchester Transport. Had the funding been available, it may have re-introduced trams several decades before the Manchester Metrolink scheme. A prime candidate would have been the La Brugeoise (later Bombardier) GTL8 design, a development of the PCC cars supplied to cities across Belgium and the Netherlands. The GTL8 had been intended as a Dutch standard tram but, in the event, was built to the specific requirements of HTM in Den Haag (where the source picture was taken). Coincidentally the HTM livery is not dissimilar to the Greater Manchester PTE scheme portrayed here (04-Jan-13).
