Navy Medical Leader & Professional Development Command (NML&PDC) changed Command during a ceremony in Walter Reed National Military Medical Center’s Memorial Auditorium on April 9.
Capt. Rachel Myaing, DC, USN, assumed command from Capt. Barry Adams, MSC, USN, during a combined Change of Command and Retirement ceremony. RADM Cynthia A. Kuehner, Commander Naval Medical Forces Support Command, was the change of command ceremony presiding officer and spoke about current world events and how we all have had to evolve in order to succeed with our mission.
“In the Navy, less than one percent of the total force achieve the ranks of Captain, and from those, only a handful will have the opportunity to command,” RADM Kuehner said. “Today, we recognize this career hallmark for two accomplished naval officers, celebrating this distinguished milestone. Thank you for the honor of acting as your presiding officer.”
RADM Kuehner highlighted several mission accomplishments under the helm of CAPT Adams and thanked the men and women of NML&PDC for the critical role they play in the development of knowledge, skills, abilities, and character to care for America’s sons and daughters.
CAPT Adams is retiring from the Navy after 26 years of service, the last three years as NML&PDC’s Commanding Officer. CAPT Myaing, a Dental Corps officer, most recently served as the Dental Corps Senior Assignment Officer at Naval Personnel Command in Millington, TN.
After the reading of orders and exchanging salutes with RADM Kuehner and CAPT Adams, the “Command Pin” was placed on CAPT Myaing by her husband Renee. CAPT Myaing thanked those in attendance, his family and friends, and stated his message to the NML&PDC staff. “Captain Adams, congratulations on your distinguished Navy career and the legacy you leave behind,” CAPT Myaing said. “Your supervision, wisdom, calmness, and patience, have been essential to navigate the challenges during these difficult times. Thank you for all you have done leading this amazing team. I am delighted and honored to be your successor”
“To the staff of NML&PDC, I am humbled to stand here as your Commanding Officer. My commitment to you is that I will support you in every possible way. I promise you my very best and in return I ask you to bring your best to develop leaders and their professional careers.” CAPT Myaing added.
CAPT Myaing concluded his comments by saying “Ladies and gentleman, thank you very much and please take care of each other.”
CAPT Myaing has previously served as Executive Officer at Naval Health Clinic New England. Most recently, she served as the Dental Corps Senior Assignment Officer at Naval Personnel Command in Millington, TN.
NML&PDC, located in Bethesda, Maryland, is the cornerstone of Navy Medicine’s professional training, leadership development, and education mission; maintaining collaborative relationships with more than 300 military and civilian higher learning institutions while annually supporting 3,000 Federal uniformed services, civilian, and allied foreign military members.
