The architectural firm of Glenn Arbogasts & Associates designed the Van Nuys Branch Library in the International Style, completed in 1964. Arbogast was born in Bartley, Oklahoma on October 31, 1920 but grew up in Naples/Long Beach, California where he graduated from Wilson High School and Long Beach City College before being called to active duty for nearly 5 years. After his discharge he went back to school at the University of Southern California, where he graduated with a bachelor's degree in architecture in 1951.

After graduation, he worked as a draftsman in the offices of Smith, Powell and Mortgridge, as well as Wallace Neff, after which he pursued his career with Kegley, Westphall & Arbogast, Glenn Arbogast & Associates and Arbogast, Jones, Theiss & Associates. He was licensed in several western states and had many projects of note as well as developing and owning the University Hotel across the campus from the University of Southern California. Arbogast died on April 2, 2010.
