The Streamline Moderne style home was designed by local architect Clair Philip Earl in 1984. The architect was born in Duluth, Minnesota and attended community college in Virginia. After World War II he began a career designing houses for a local builder, although at the time he had no formal architectural training. After relocating to Glendale, California, he studied architecture through the UCLA extension program, obtaining his architect's license in the early 60s. He operated a small practice generally with only one or two associates; he was partners with Gary Grant Sainsbury in 1968-69 and in 1970, he joined forces with William Olen Brock, styling themselves as Earl and Brock, AIA Architects.

He continued designing commercial buildings, condominiums and custom homes, mostly in the Glendale area until his 90s. Among his many achievements are included the Allan F. Daily Residence (Glendale Register of Historic Resources #63) located at 3637 El Lado Drive; the Glendale Peace Memorial, Verdugo Club of Glendale, Piedmont Pines Townhouses; Rancho California Golf Resort, Melby and Anderson Law Firm Building, Burbank Board of Realtors, The Woodlands Office Building, Piedmont Park Office Complex, among scores of others.

The Phillips House has a real Streamline Moderne feel with rolled pipe railings, cylindrical tower and narrow slit windows. The owner of the house confessed to me that "living in the house feels like living on a ship". Located at 1671 Gladys Drive in the College Hills neighborhood of Glendale, California.
