It's most likely this stag collected the man-made embellishment to his antlers by accident, but during the rut stags are known to thrash around in the undergrowth as a show of strength and often adorn themselves with various bits of vegetation to make themselves look more impressive to their rivals and hinds (females).
This big chap seemed quite content and maybe the colourful string will do the trick to attract the ladies!
