I photographed this curious sight while on approach for landing at Honolulu International Airport (HNL).
The tanker appears to be connected to a pipe or hose leading beneath the surface, and the ocean-going tug appears to be keeping the tanker from drifting.
This may be an attempt to recover oil from a vessel that sank southwest of Honolulu in January 2015, but I have not been able to confirm what is really happening in this picture.

Naval Air Station Barbers Point, west of Honolulu, was closed in the 1990s. As of 2015 it still serves as a base for US Coast Guard fixed-wing aircraft and helicopters.
