'DAB (Democratic Alliance for the Betterment and Progress of Hong Kong), the largest political party in Hong Kong, having 13 seats in the Legislative Council and 117 seats in the District Councils, was founded on 10 July 1992 as the first major pro-Beijing party as a part of the PRC United Front strategy on the eve of the handover of Hong Kong. In January 1992, Lu Ping, director of the Hong Kong and Macau Affairs Office, publicly urged the territory's pro-Beijing bodies to organise themselves into political parties to gear up for the 1994/95 three-tier elections.'
