Hong Kong slapped a two-week travel ban on people coming to the city from India, Pakistan, and the Philippines on Sunday, hours after officials confirmed a second local Covid-19 case involving a mutated strain of the virus.
Authorities ramped up warnings of a potential surge in infections amid an ongoing investigation into the source of the strain’s introduction into the community.

Meanwhile, Secretary for Labour and Welfare Law Chi-kwong expressed concern that Hong Kong’s stringent flight suspension rules would trigger a ban on routes from the Philippines and Indonesia, affecting thousands of employers and foreign domestic workers.

About 100 domestic workers arrive in the city every day. Suspending flight routes from the Philippines or Indonesia would not only delay newly hired helpers, but those who had returned to their home country for holidays or family visits might also be stranded, Law added.

Dr Chuang Shuk-kwan, head of the centre’s communicable disease branch, confirmed the case with the mutant strain was a 29-year-old man with a Hong Kong identity card who worked in Dubai as an engineer.

Chuang said the patient, who was asymptomatic all along, travelled to Hong Kong on March 19 and stayed at the Ramada Hong Kong Grand Hotel in Tsim Sha Tsui for 21 days of quarantine until April 8.

Upon completing his self-isolation, during which he never left his room, the man went to stay at his friend’s place in Parkes Building, located at 17-23 Parkes Street, in Jordan, and later visited an Indian restaurant in Chungking Mansions’ basement on April 9. He also visited two banks – branches of Standard Chartered and HSBC – on Nathan Road.

He took a ferry to Cheung Chau on Wednesday afternoon and had a meal at a seafood restaurant there. It was only when he was ready to go back to Dubai that he took a test on Thursday.

Chuang said mandatory testing orders would be issued to people who had visited the various locations the man had been to. They would include all residents and employees at the Tsim Sha Tsui hotel, and visitors and staff at the two banks and the Cheung Chau restaurant.

Authorities were looking into the possibility of the patient having brought in the mutant strain from Dubai which remained undetected by the multiple tests he had taken upon arrival at the airport, or whether he had picked it up at the airport, the hotel or from the community after quarantine. The patient’s high viral load indicated he was highly infectious.

Chuang said officials had conducted genome sequencing for all Covid-19 infections in Hong Kong since mid-January to watch out for mutations, and raised concerns about the prospect of the N501Y strain already circulating undetected in the community.

“We have not been able to identify other local cases [with the mutation]. Does it indicate that there were some undetected cases in the community that infected [the man]? This is something we are worried about,” Chuang said.

The Days We Wear Masks 20210311

Health officials have ordered 21-day quarantine for 81 residents of a building in Jordan that is home to a probable mutant Covid-19 case.
Those esidents of Parkes Building on Parkes Street were confined after testing negative for the virus during an overnight lockdown which was lifted on Saturday morning.

Officials cordoned off the area at 11.30pm last night for mass screening, after a resident who tested preliminary-positive was found to be a carrier of the N501Y mutant strain.

A government spokesperson explained that the mutant strain is high transmissible and sub-divided units are common in the relatively old building, making the risk of infection higher.

“The government immediately made a ‘restriction-testing declaration’ for the relevant area immediately after the test result was found positive last night,” the spokesperson said in a statement.
Meanwhile, those who had been to the Parkes Building for more than two hours last week (April 9 to 16) are now subjected to undergo compulsory testing on or before Sunday.

Hong Kong has logged more than 210 infections involving mutant strains of the virus, but all of them had been imported cases. It was uncertain whether the latest patient with the variant had travelled recently.

The State Theatre (known as Empire Theatre until 1959) was opened in 1952. This significant example of Post-War Modern Movement architecture had been assessed by Docomomo International as a structure worth preserving due to its importance as a piece of tangible heritage in the North Point region as well as its unique physical construction.

A couple of years ago in 2014, there were concerns among conservationists and North Point residents due to the threat of its demolition in order to redevelop its lot as two high-rise commercial towers. Hence in 2016, the guided-tour agency Walk-In Hong Kong launched a Conservation Advocacy Campaign titled “Save our State” and successfully lobbied the Antiquities and Advisory Board to upgrade its heritage grading status from Grade Three to a Grade One. Recognizing State Theatre’s cultural significance to Hong Kong, New World Development Limited acquired 95% of the complex as its first conservation project.

Update: This article was published in 2014 due to concerns among conservationists and North Point residents due to the threat of its demolition before the official grading by the Antiquities Advisory Board (AAB). Hong Kong has retained its crown as the priciest destination in the world to buy a property, with an average price of US1.25million. The report by CBRE offers an insight to the global housing market and features 38 cities from around the world, including the likes of Shanghai, Paris, New York, Tokyo, London and Madrid.

The report states that “Despite a turbulent 2019 the underlying tensions in Hong Kong have not led to a mass exodus of companies from the city”, with the city remaining number one on the list.
