My best guess is the prey item is a baby alligator gar. There were no legs seen on any of the multiple images and the distal tail doesn't taper but enlarges to look fin-like. Feedback welcome. Thanks!
After dropping it several times the grebe eventually managed to swallow it whole.
Thanks for the feedback folks. I googled pipefish which heretofore I knew nothing of, and that surely looks like what this is.

St Marks NWR. Florida panhandle. 12/13/2015.
Aperture priority with ISO cranked up for higher shutter speed in hopes of capturing a flight shot.
This is a rarity for this location but not an uncommon winter find here. There were two of these in adjacent winter territories right by the main road. I stopped twice a day hoping for closer opportunities as these birds were fly catching. This image was taken from my vehicle when the bird landed on this post directly across the road from me.
Flickr contact David Hawkins led me to the flycatcher location. I met him by chance my first morning at the refuge. He frequents this refuge often and has a wonderful photo stream and is a great guy too.

This was my first time successfully photographing this species, although I've encountered it previously.
