Pyongyang was eerily dark at dusk. I'm not sure what the rules are, but apartment lights were not visible at this time. It wasn't till later that you start seeing lights appear.

This building was originally planned to be completed in 1989. In 1992 work stopped and the hotel was left as a concrete pyramid. Work finally resumed in 2008 and a glass exterior was finished in 2011 by an Egyptian company.

It remains unlit.
