Taken by the photographer Tweedie (I assume that is a surname) in Cadillac, Michigan, U.S. There is no date, and it's hard to date, but it might be around 1900.

On the back is written "Till Hör min lilla Thora Åström" [which translates as (quite literally): be longs to my little Thora Åström] and underneath is a rubber stamp with the name "N. Ostrom" The handwriting is quite old and very likely from the time the photo was taken, or thereabout. The stamp is not so old.

From this we can deduce some things, but not so much as I would like : this is a family of Swedish immigrants (and quite a few of them settled in Michigan). The name Åström and Ostrom is actually the same (the å turned into an o, because the sound is similar, the ö turned into the other o because they look the same...). And I think the kid in the middle of the photo is Thora herself, surrounded by mum and dad and two older brothers. But I can't find out more about them - I have found no records of a Thora Åström that would fit her in Swedish records, which might very well mean she was born in the U.S., and I haven't managed to find anything for a Thora Ostrom in the US (she either died young or married and took another name).
