Logan Circle's thriving rat colonies, nurtured by the city's laid-back approach to emptying public trash cans, means living is easy for the hawks. At least until someone in authority panics and distributes rat poison, which along with killing some rats sickens and sometimes kills predators who feed on the dying rodents.
