The plaque on the extreme right ("Swan and Edgar") places this on the western side of Regent Street going up towards Oxford Circus. The approximate date can be estimated from the billboard for the Odeon. The film is probably "Champion", starring Kirk Douglas and Arthur Kennedy, released in 1949.
