Tioga was rescued in 1998 as a fledgling without the ability to fly, as he had a broken shoulder that did not heal properly. He lives at the National Zoo with Samantha, another flightless eagle rescued in 1986 suffering from a gunshot wound.

Well, not really a teenager, but for a third-year juvenile bald eagle (Haliaeetus leucocephalus), it is probably a good comparison. Note the yellowish beak and white patches on the wings and underside.

Third-year juvenile bald eagle (Haliaeetus leucocephalus) flying over the Great Marsh of Mason Neck. Even young eagles are a majestic sight.

Juvenile bald eagle (Haliaeetus leucocephalus) flying low over the marshland. Note the white starting to take over the head, a sign that adult plumage is finally taking hold. This eagle scared off entire flocks of ducks and other small birds in the tidal pools below.

Yes, that's a bald eagle. But this one actually buzzed the Lincoln Memorial (just off to the left of this frame), low enough for everyone to see. I hope the turistas noticed.
