Kabukicho is definitely one of the most 'Blade Runner-esque' spots I've come across during my travels.
While it might have a reputation as being dodgy among locals (afterall it is Tokyo's largest red light district) it is perfectly safe by Western standards and you won't be bothered by the bouncers when taking photos of this neon jungle.
