'At the time B.C.B.C. was tight on office space. They had moved all of Attourney General into the Sussex building, put The Energy Mines and Petroleum office into the Jack Davis, and wanted to consolidate Ministry of Forests, and Social Services into two more buildings closer to the legislature.

The proposal was to block of Fairfield Rd. to Douglas and a new bus terminal was to be built to shuttle office workers out and up Blanshard St.

This proposal was approved by the City of Victoria, partly because the government was to restore St. Anne's Academy. and B.C.B.C. putting in 18 million dollars into St. Anne's to restore it to what it is today. At the time St.Anne's was condemned. The NDP was elected however the next year, and the office towers proposal was thrown out. But 18 million was still spent in revamping St. Anne's. Today the lot has been sold to Concert Properties. They have used the paid rezoning for building three high rises on this lot. The Belvedere, Astoria, and The Marriott Hotel.' Today there would be no way those three buildings could have paid for the restoration of St. Anne's.
