By the 1940s, Old San Juan was in deep decline and was basically a run-down red light district frequently threatened with demolition. However after an 1940s urban renewal plan came to light, Anthropologist Ricardo Alegría fought hard to preserve the district, advising mayors to remodel the structures instead and preserve the Spanish colonial character. Later Alegría became the first head of the Institute of Puerto Rican Culture, where through a mix of financial incentives and tax relief as well as strict zoning laws, made Old San Juan what it is today, the main tourist attraction in Puerto Rico.
