I used Nik Color Efex Pro applied to a JPG that I had previously created from the RAW file in Capture One. I edited that JPG and invoked Nik from Photoshop Elements, which allowed me to reduce the opacity of the Nik output layer and so blend the base image with the Nik output. I consider that to be essential, because the Nik output can be a bit over the top, but that is just my personal preference. =)
