I've already "opened" a hand prayer-wheel (the small ones that you hold in your hand), and seen rolls of papers in it, with prayers printed on them. To make the wheel spins "spreads" the prayer.
It works the same for the multi-colored flags that you always see everywhere in Buddhist areas : the prayers written on these flags are "spread" by the wind.
