La Fête des Filets Bleus
La Fête des Filets Bleus s'est déroulée pour la première fois le dimanche 10 septembre 1905. C'est la plus ancienne manifestation folklorique de Bretagne. Elle n'a connu que quelques années d'interruption au moment des deux guerres. La fête tire son nom de la couleur des filets utilisés par la pêcheurs pour piéger la sardine et dont l'usage s'est répandu au lendemain de l'Exposition Universelle de 1861.

A sa fondation, la fête était avant tout une œuvre de bienfaisance fondée par des notables et artistes peintre concarnois pour venir en aide aux familles des pêcheurs victimes de la disparition de la sardine. C'était là une des principales ressources de la population maritime concarnoise, la sardine assurant la subsistance de familles entières et donnant un emploi aux femmes et jeunes filles dans les conserveries et friteries locales.

Dès la fondation de la fête, une tradition s'est instaurée ; celle d'élire une Reine des Filets Bleus. Au tout début, la Reine était choisie parmi les ouvrières des conserveries locales. De jeunes filles briguent toujours la couronne, les étudiantes et lycéennes ayant succédé aux sardinières. Elles ont l'honneur de présider les festivités et de défiler le dimanche matin dans leur char, réplique à l'identique d'une authentique chaloupe sardinière. Au lendemain de la Deuxième Guerre Mondiale, la fête est devenue une manifestation à caractère folklorique. C'est l'époque à laquelle les groupes folkloriques ont fait leur apparition. C'est aussi le temps des premiers congés payés et du retour au pays pour les Bretons partis travailler à Paris et, qui, l'été venu, apprécient ces rassemblements populaires.

La Fête des Filets Bleus est aujourd'hui devenu festival et accueille chaque année des artistes porteurs d'une image identitaire forte et renouvelée. Les Tri Yann ou bien les Corses d'I Muvrini ont eu l'occasion de se produire à Concarneau les années passées. Cette année, Dan Ar Braz et Susana Seivane seront les têtes d'affiche des spectacles du soir. De nombreux groupes folkloriques français ou étrangers se sont joints aux cercles et bagadoù bretons pour animer le défiler tant attendu du dimanche matin, puis les spectacles du dimanche après-midi.

According to one United Nations estimate, 113 to 200 million women are demographically missing from the world today. That is to say, there should be 113 to 200 million more women walking the earth, who aren’t. By that same estimate, 1.5 to 3 million women and girls lose their lives every year because of gender-based neglect or gender-based violence and Sexual Violence in Conflict ( Read more about UN Action against Sexual Violence in Conflict www.stoprapenow.org/ ). We can point a finger at poverty. But poverty alone does not result in these women’s deaths; the blame also falls on the social system and attitudes of the societies.

India alone accounts for more than 50 million of the women who are missing due to female foeticide - the sex-selective abortion of girls, dowry death, gender-based neglect and all forms of violence against women.

Since the late 1970s when the technology for sex determination first came into being, sex selective abortion has unleashed a saga of horror in India. Experts are calling it sanitized barbarism.The 2001 Census conducted by Government of India, showed a sharp decline in the child sex ratio in 80% districts of India. The Census Report of 2001 reveals a highly skewed child sex ratio (0-6 year-olds), that fell from 945 females per 1,000 males in 1991 to an all-time low of 927 in 2001. The ratio even dropped further to 800:1,000 in some specific parts of the country. Additional data from the India’s birth and death registration service indicates that the figures have further fallen to fewer than 900 females per 1,000 men over the last few years.

The decline in the sex ratio and the millions of Missing Women are indicators of the feudal patriarchal resurgence. Violence against women has gone public – whether it is dowry murders, honour killings, sex selective abortions or death sentences awarded to young lovers from different communities by caste councils, it is only women’s groups who are protesting – the public and institutional response to these trends is very minimal.
