This image looks at part of Berakas Camp, on the coastal outskirts of Bandar Seri Begawan, the capital of Brunei.
On the helipad can be seen two helicopters, a Westland Wessex and a Bell 205A-1. Beyond the helipad is a parade ground with reviewing stands on it. I am assuming that the blocks in the upper left are barracks for local troops.
At this point in early 1971 the camp was still under construction. Comparing this image with what is available on that well-known registered trademark mapping site on the interweb shows that it has matured considerably since then.
