Another seal at Horsey Gap, I think perhaps a Grey Seal (Halichoerus grypus) because of the longer snout and more parallel nostrils. Lots of them would give their head an occasional scratch with their front flippers, occasionally pausing a flipper halfway to a head-scratch looking like they were waving at the passers by.
